1.  Description:

      

       Medal:  A bronze and enamel disc 1 3/8 inches (3.49 cm) in diameter with the central device of the Department of the Army Plaque encircled by a blue band inscribed “DEPARTMENT OF THE ARMY” at top and “ACHIEVEMENT MEDAL” at bottom.  The reverse of the medal is inscribed "FOR CIVILIAN SERVICE” at top and contains two crossed laurel branches at bottom all incised.

 

       Ribbon:  The medal is suspended from a ribbon 1 3/8 inches in width consisting of the following vertical stripes:  35/64" Blue 1/64” White, 1/64” Red, 1/64” White, 1/32” Blue, 1/64” White, 1/64” Red, 1/64” White, 1/32” Blue, 1/64” White, 1/64” Red, 1/64” White, 1/32” Blue, 1/64” White, 1/64” Red, 1/64” White and 35/64” Blue.

 

2.  Symbolism:

 

       Medal:  The central portion of the Department of the Army Plaque represents the efforts of individuals to achieve objectives of the Department.  Blue has been a traditional color to reflect recognition of civilian accomplishments since World War II.

 

       Ribbon:  Red, white and blue are the National colors.

 

3.  Eligibility and Criteria:  This award may be approved by any commander (Lieutenant Colonel and above or civilian equivalent).  It is awarded for noteworthy achievements that are of a lesser degree than those recognized by the Commander’s Award.  A nomination normally covers either a period of sustained superior service or a level of achievement sufficient to warrant this recognition or both.  The award is comparable to the Army Achievement Medal.

 

4.  Background:  The medal was proposed by The Deputy Chief of Staff for Personnel  in March 1987 and approved by the Chief of Staff, Army, on 24 August 1987.  It ranks directly below the Commander’s Award for Civilian Service.  This award consists of a bronze medal, lapel button and citation certificate.  A service ribbon and miniature size medal are also available.
