On a white disc, a blue annulet fimbriated gold enclosing a gold adaptation of the obverse of the Great Seal of the United States, encircled at top by the inscription "ARMY EMERGENCY RELIEF" in blue and at bottom by two gold crossed branches of laurel, all enclosed by a red annulet fimbriated gold and bearing fifty white stars.

The adaptation of the Great Seal is worn as a uniform item by every member of the Army and represents the soldiers served by the Army Emergency Relief organization. The fifty stars symbolize the states and the Nation; red, white and blue are our National colors. Laurel signifies honor and achievement.
